This is definitely not a fix as it's extremely time consuming to head to the task manager every time I need to combine files. Ending one of the "running" tasks seems to have allowed the files to be combined. I didn't find any odd processes, however, I did note that there were multiple Acrobat.exe instances. I decided to do a bit more digging, I analyzed the task manager to see if there were any odd processes running during the combine files lock-up.
